The Punjab School Education Department has approved a major administrative reform that will introduce two headmasters, principals, or headmistresses in every government school. The initiative is aimed at improving school management, academic performance, and student outcomes across the province.
According to officials, the appointments will be completed before schools fully resume after the summer vacations. Under the new structure, every institution will have a regular head alongside an OPS (Own Pay Scale) head, with both officers assigned separate responsibilities to strengthen school operations.

The regular headmaster or principal will continue to oversee the school’s overall administration. Their responsibilities will include supervising teachers, implementing school development plans, maintaining coordination with district education authorities, and ensuring improvements in students’ academic performance and character development.
Meanwhile, the OPS head will focus primarily on academic monitoring. The officer will regularly observe classroom teaching, monitor student attendance, prepare performance reports, work closely with teachers to improve learning standards, and recommend measures to enhance the overall educational environment.
As part of the wider education reforms, the department has also given final approval for the rationalization of teachers across primary, middle, and high schools. The policy is intended to ensure a balanced distribution of teaching staff by transferring surplus teachers to schools facing shortages, allowing resources to be used more efficiently.
In another significant move, the Punjab government has approved the outsourcing of 5,550 government schools under its public-private partnership model. The initiative aims to improve school management, increase enrollment, reduce dropout rates, and provide better educational facilities in underperforming institutions. Interested organizations and education service providers have already been invited to submit applications.
Education officials believe the dual leadership model will improve accountability, strengthen teacher supervision, and create a more effective learning environment. By separating administrative and academic responsibilities, school leaders will be able to focus more efficiently on their assigned roles.
Rawalpindi Executive Education Officer Yasin Baloch said the initiative is expected to raise educational standards, improve teachers’ performance, strengthen school administration, and provide students with a better learning experience.
The latest reforms are part of the Punjab government’s broader strategy to modernize the public education system, improve governance in schools, and enhance the quality of education through stronger leadership and more effective resource management. With teacher rationalization, school outsourcing, and the new dual-head structure moving forward simultaneously, education authorities hope to bring measurable improvements to government schools across the province.
