Framework Approved for Online Schools and Colleges Across Pakistan

The Private Educational Institutions Regulatory Authority (PEIRA) has approved Pakistan’s first comprehensive regulatory framework for online schools and virtual educational institutions in the Islamabad Capital Territory (ICT). The move is expected to strengthen digital education and ensure quality learning for students studying online.

Under the new policy, virtual schools and colleges will be required to register with PEIRA before offering educational services. The framework establishes clear rules for registration, regulation, monitoring, and quality assurance for institutions providing education up to the higher secondary level.

The authority said the initiative aims to improve access to education for out-of-school children, students living in remote areas, children with disabilities, overseas Pakistanis, and working learners who are unable to attend traditional classrooms. The framework also supports the government’s broader vision of promoting technology-driven education.

To maintain educational standards, the new regulations require teacher training in digital teaching methods, the use of secure Learning Management Systems (LMS), cybersecurity measures, continuous academic monitoring, and curriculum alignment with approved educational standards. Institutions must also follow rules for online assessments, maintain student records, and implement measures to protect student wellbeing and online safety.

The framework introduces separate quality standards for the primary, middle, secondary, and higher secondary levels. It also outlines requirements for teacher qualifications, screen-time limits for students, practical learning arrangements where needed, and regular performance evaluations. PEIRA will have read-only access to institutional systems to conduct compliance checks and monitor academic quality.

PEIRA Chairman Dr. Ghulam Ali Mallah described the policy as a significant milestone in the modernization of Pakistan’s education sector. He said the framework promotes responsible digital innovation while ensuring students receive a safe, high-quality learning experience. Officials believe the model could also be adopted by other provinces as online education continues to grow across Pakistan.

The new framework reflects the increasing role of virtual learning, educational technology, and digital classrooms in expanding educational opportunities and improving access to quality education nationwide.
