Private schools across Pakistan may face legal proceedings after the Senate Standing Committee on Federal Education and Professional Training decided to challenge institutions that are not implementing the mandatory 10% admission quota for deserving and underprivileged students.
Committee Chairperson Senator Bushra Anjum Butt said the committee had previously directed private schools to admit eligible students under the quota. However, several institutions obtained a court stay order, preventing the implementation of the committee’s instructions.

The senator made it clear that the committee is prepared to pursue the matter through all available legal channels. She emphasized that access to quality education is a basic right and that private educational institutions must fulfill their legal responsibilities.
Speaking about the issue, Bushra Anjum Butt said schools operating in Pakistan earn significant revenue and should contribute to society by providing educational opportunities to children from low-income families. She stressed that the quota is intended to promote equal access to education rather than serve as a voluntary welfare initiative.
The 10% admission quota has remained a point of disagreement between regulators and private schools. Many school administrations argue that offering free seats places an additional financial burden on educational institutions, while lawmakers maintain that the policy is necessary to reduce educational inequality.
The Senate committee believes that proper implementation of the quota could allow thousands of deserving children to study in quality private schools each year. Officials also stressed that improving access to education is essential for social development, poverty reduction, and increasing literacy across the country.
