The Punjab Health Department has introduced a revised postgraduate medical training policy aimed at improving the quality of specialist medical education and ensuring a fair and transparent admission process for doctors seeking advanced training in government teaching hospitals.
According to the department, the updated policy provides equal opportunities for candidates holding qualifications from both the College of Physicians and Surgeons Pakistan (CPSP) and recognized medical universities. Officials say the reforms are designed to strengthen postgraduate education while maintaining a merit-based selection system.
Under the new framework, which will apply from the January 2027 admission cycle, second fellowship training under the Central Induction Program (CIP) will be offered only through university-based MD and MS degree programs. However, the department clarified that doctors with FCPS qualifications will continue to remain eligible for second fellowship training.

To ensure equal representation, all MD/MS second fellowship seats available in government teaching hospitals under the Specialized Healthcare and Medical Education Department (SHC&MED) will be distributed on a 50:50 basis. Half of the seats will be reserved for MD/MS graduates, while the remaining half will be allocated to FCPS-qualified doctors from CPSP.
Health officials said the revised policy will promote fair competition, improve the quality of specialist training, and provide equal career opportunities to doctors from different postgraduate education pathways. The government believes the new system will also help produce highly trained specialists to meet the growing healthcare needs of the province.
The department added that graduates of Punjab’s public medical colleges and teaching hospitals continue to earn national and international recognition for their professional skills. By introducing these reforms, the government aims to further strengthen medical education standards, improve clinical training, and ensure transparency in postgraduate admissions across Punjab.
Medical graduates planning to apply for postgraduate training are advised to carefully review the updated admission criteria before the start of the 2027 Central Induction Program, as the revised policy will determine seat allocation and eligibility requirements in government institutions.
